Structural Response to Market Saturation: Implicit Monopoly in Indonesia’s National and Regional Construction Sector

Abstract

Although the Indonesian construction sector is positioned as a critical driver of national economic development, intense market saturation poses severe structural challenges. This study examines the underlying mechanisms behind the emergence of implicit monopolies within the sector, hypothesising that these market distortions are rooted in inherent structural conditions rather than proactive, anti-competitive intent. Employing a qualitative document analysis structured through the PRISMA framework, this research synthesises recent academic findings and official government data to evaluate this hypothesis. The analysis confirms the sector's vital role in national and regional growth whilst simultaneously demonstrating the acute sensitivity of construction enterprises to macroeconomic shifts. These compounding factors compel business actors to integrate vertically across the supply chain, utilising close-knit affiliations as defensive risk management frameworks. Due to capital constraints that hinder research and development (R&D) and sustainable innovation, firms default to exclusive vertical integration as their most viable survival strategy, despite its prohibition under Law No. 5 of 1999. Conclusively, this research argues that within highly saturated markets characterised by weak regulatory oversight, implicit monopolies emerge as a rationalised mechanism for business survival. Finally, the study recommends targeted regulatory interventions to redirect capital investment towards less saturated ecosystems and robust R&D programmes.
