Abstract

The implementation of Electronic Medical Records (EMR) is a key component of digital transformation in healthcare aimed at improving service efficiency and patient safety. However, the success of EMR implementation depends on the readiness of healthcare facilities. This study aims to describe the readiness and implementation of EMR using the Doctor’s Office Quality–Information Technology (DOQ-IT) approach. This study employed a literature review method by analyzing scientific articles obtained from Google Scholar and Garuda (Garba Rujukan Digital) published between 2020 and 2025. The reviewed articles focused on the readiness, evaluation, or implementation of EMR using the DOQ-IT framework. The results of the literature review indicate that most healthcare facilities are categorized as moderately ready to very ready for EMR implementation. Governance and leadership, as well as organizational work culture, are the main supporting factors, while limitations in human resources and information technology infrastructure remain significant challenges. In conclusion, the DOQ-IT approach is effective for comprehensively assessing EMR implementation readiness and can serve as a basis for developing sustainable EMR implementation strategies.
